The Earth God Temple, Dahe Village, Xitun District, Taichung City, Taiwan.

Site Information

Located in the south end of Taichung Gateway Park (Jade Eco Park), the site measures about 660 square meters and is zoned for religious land use. The 2,540,000 square meters Park district is an important new development for the City of Taichung; a master plan including commercial, research, university, ecological, and cultural programs. According to Taichung’s municipal urban plan, at the center of Taichung Gateway City will be an expansive green space - Taichung Gateway Park (with a total area of 67.34-hectare) - that meanders from the north to the south of the entire development. Areas surrounding the park will be divided into four districts according to their features: Eco Residential District, Gateway District, Cultural Business District, and Innovation R&D District. In addition, Taiwan Tower, Taichung City Cultural Center, and Taichung Movie City will all be integrated into Taichung Gateway City. In the near future, the Earth God Temple of Dahe Village will act as the gateway to the Park in the south.

The original site of the Temple was located at 17 Dahe 1st Alley in Dahe Village, Xitun District. In addition to being the activity center for the locals, cultural events and the announcing of election voting results took place at the previous location as well. One of the main religious activities the Temple participates was the “The Return of the Nantun Wanhe Temple Goddess to Xitun.” The Temple was one of the stops of this traditional procession full of celebration with music and crowds. Due to the new scheme for the entire Gateway Park district, the original site was planned to become a Parkland & Sewage Works. Through the proposition lead by the governor, representatives, and inhabitants of the village, advocating the idea of “integrating religious tradition into cultural tourism,” the Temple has received its right to move to the current location, at the intersection of Gansu Road and Ganhe Road.

Design Guidelines

As the site is located at the south end of Taichung Gateway Park (Jade Eco Park), the overall design should continue the intention of the regional planning. The major guiding points are Innovation, Green Energy, Intelligence, and Low-Carbon. The proposal should consider the surrounding context and future plans for Taichung Gateway Park as well as the Taiwan Tower.

• (1) Innovation
  While the preservation of traditions is crucial, appropriate and innovative programmatic spaces could be provided. The design should base on the cultural meaning of the Earth God, and consider the surrounding landscape and context.


• (2) Green Energy
  Vegetation and water conservation of the site, as well as reduction of energy use, or the application of sustainable source of energy should be considered. The design must be in full compliance with the Taiwan government's green building policy (to obtain the EEWH Gold Level Green Building Certificate is recommended), and become an integral part of the Park with emphasis on the physical and visual continuity of the green space provided by the park vegetation.


• (3) Intelligence
  The proposal should include at least one intelligent maintenance system of choice (for example, the vegetation upkeep, emergency prevention, traffic regulation, and recycle energy…etc.). In addition to existing and future Ubike locations, consideration must also be given to the relationship between the entrance of the Temple and the turnaround loop at The Water Recycling Center.


• (4) Low-Carbon
  Considerations must be given to low-carbon approach, environmental materials, local and surrounding environment, urban planning and land use control practices, water permeability, and other relevant codes, regulations, and restrictions.

Space Requirements

• (1) Primary Building
  Two levels above grade and one level below grade. Ground (first) level serves the pair of Earth God and Goddess. Second level serves the Three Divine Officials, Xuantian Emperor, and Matsu (the Sea Goddess). The basement level should include a meeting space for 45 people and a storage space. Outdoor space should be provided for both levels above grade for the placement of the furnaces. Consideration must also be given to the design and traditions of the furniture placement.


• (2) Administration
  An office space for 15 workers and a small meeting room.


• (3) Secondary Space
  It is recommended that the bathroom is physically separated from the primary building, and specifically on the right side of it. The main furnace should be placed on the left side of the primary building.


• (4) Front Plaza 
  While traditional and existing activities (such as temple fairs, glove puppetry performances, Beiguang music concerts…etc.) should be preserved, appropriate and innovative programmatic spaces should be provided. The maximum amount of participants in these events is usually around 400-500. The design should re-imagine what this historical typology of the Earth God Temple could be culturally and spatially.


• (5) Note
  Special attention must be paid to the main worship table as restrooms must not be placed above, and, basement could not be immediately below. The proposal should consider the current temporary location of the temple, and allow for it to function properly while the new design is to be constructed.
  

  The four requirements listed above are to be followed as principle but not to be considered as strict limitations.

Regulation

According to the Land Use Control & Planning regulations, the buildings should only be under the usage of the temple and its associate functions. Building coverage Ration must be under 60%. Floor Area Ration must be under 160%. Please also refer to the relevant laws & regulations issued by the Taiwan government

Eligibilities

Participants, not limited in Taiwan, must be undergraduate or graduate students majoring in Architecture, Urban Design, Landscape Architecture, Interior Design, and other related fields of study with degree expected date no later than November 30th, 2015. Please only register as individual; no group entries would be accepted. Multiple submissions or registration under others’ names would also be voided.

2. Deliverables（in either Chinese or English）:

• (1) Written description of design concept.
• (2) Drawings of plan, elevation, perspective, etc. at 1:100 scale.
• (3) Drawings of programmatic distribution at 1:200 scale
• (4) Two A1 boards (841mm x 594mm) mounted on 5mm Foam Core.
        Please include a sealed label with information of name of school and of participants at the lower right corner on the back of the board.
• (5) One CD with PDFs of the two boards at resolution no less than 300 dpi.
• (6) In addition to requirements 1-5, selected participants for Stage Two should also submit
       6-1.Considerations for construction budget.
       6-2.One physical model (no larger than 600mm x 350mm x 200mm),
       6-3.Two A4 color printouts as a summary of design concept.
       6-4.Please include any animation or multimedia/digital presentation files in a CD or DVD.
             The files should be saved as either wmv or .mov. Each file should not exceed the size of 500mb nor with the length over 3 minutes.
• (7) Each of the 18 student participants of Stage Two should jointly submit his/her proposal in collaboration with a registered practicing
        Taiwanese architect.

Remark

• 1. The participants give consent to the host (Tai Square Art & Aesthetics Association + Tai Architect & Associates) for the rules and
      regulations listed in this document and online; and for reserving the rights to curate upcoming exhibitions of works submitted,
      media and press releases, and authorize related organizations for future arrangements in order to achieve promotional and
      educational purposes. The participants agree to not ask for any further rewards or compensations, after the official announcement
      of the winning entries, in the future events described previously, and to relinquish their copyrights of the materials submitted. The
      ownership of the latter will be transferred to the host (Tai Square Art & Aesthetics Association + Tai Architect & Associates) after
      the submission.
• 2. The competition will be hosted in three stages. There will be 18 shortlisted to enter the Second Stage, and 3 final participants to
      enter the final Third Stage. The result of the Third Stage will be decided through the voting of Dahe Village Residents (Voting
      Eligibility is detailed below in Remark 4).
• 3. Design Guidelines & Space Requirements for Stage Two of the competition are subject to change according to the requirements
      provided by the Da-He Earth God Temple of Taichung City. The changes will be announced alongside the results of Stage One.
• 4. Voting Eligibility: Dahe Village resident, 20 years and above, with R.O.C. citizenship
• 5. The Committee of Da-He Earth God Temple of Taichung City is authorized to instruct and direct specific future events including
      but not limited to the voting of local residents and the construction and building component of the selected project
